05.01 Elections of the Residence Hall Association President,
Vice President, and Upper Class Hall Presidents shall take place in the
spring semester. Elections for all other hall presidents, vice presidents,
and hall executive council members shall take place within three weeks
of the beginning of the fall semester. The election results may be contested
by a resident of those halls within two weeks of the beginning of the fall
semester. In the event that the elections are contested, new elections
must be held within three weeks from the start of the fall semester.
05.02 In the event of the resignation or removal from office of the
Residence Hall Association President, the Vice President shall
assume the duties
of the President.
05.03 In the event of the resignation or removal from office of the
Vice President, the Residence Hall Association President shall appoint,
with
a majority vote of the Residence Hall Association Executive Board,
a member of Residence Hall Association to complete the unexpired
term.
05.04 In the event of the resignation or removal from office of the
Residence Hall Association President and the Vice President, the
Residence Hall Association
Secretary shall supervise an election to fill both positions.
05.05 Hall Officers, excluding floor representatives, shall be
elected in accordance with all-University elections.
05.06 The designated Hall Election officer will make available
candidacy petitions at the front desk of his/her hall in accordance
to each
hall’s
bylaws.
05.07 Each candidate shall declare his/her candidacy by submitting
a candidacy petition to the designated Hall Election officer.
05.08 Each candidate will have the opportunity to speak for
three minutes at a Hall Council meeting within their respective
hall
prior to the
election as directed by the designated Hall officer.
05.09 Voting shall take place as indicated in each hall’s respective
appendix, with the following exceptions.
1. Voting shall be taken by ballot.
2. Voting shall be held for not longer than two days.
3. Votes must be counted in the presence of two current
hall officers and reported back to the hall within 24
hours of
the end of voting.
05.10 The candidate for each office receiving a majority
of the votes cast for that office shall be declared
the winner.
05.11 In the event that no candidate for an office
receives a majority of the votes cast for that office,
the two
candidates receiving the most
votes
shall
be in a run-off election taking place one week after the
original election.
05.12 In the event that a position is vacant, the
Hall President may, with a majority vote of his/her
Executive
Council, appoint
a member
of the hall
to fill
the position.
05.13 Election of new Residence Hall Association Officers
and Hall Officers shall be completed as per Section
5.01 and the
newly elected
officers
shall convene
for the following purposes only: orientation and approval
of empty positions; selection and approval of committee
chairs; budget preparation
and approval;
and organization of Welcome Week. All other powers
shall remain
or be directed to the current Residence Hall Association
and Hall Officers.
Elected members
shall assume office the day following spring commencement
of the year of their election.
