The Hall Officers shall be the Hall President, Vice President, Secretary,
Treasurer, Hall Communications
Coordinator (HCC),
Environmental Chair, Community Service Chair, Publicity Chair and other
EC members as specified in each hall’s appendix.
07.02 A hall’s officers shall constitute that hall’s Executive
Council (EC).
07.03 Each Executive Council member shall have one vote. The Hall
President shall vote when doing so will affect the outcome and
the Hall President
shall oversee Executive Council meetings.
07.04 Each Executive Council shall meet at least twice monthly during
the regular academic year; the day, time, and place of these meetings
shall
be determined at the beginning of each semester by each Executive
Council.
07.05 Each Executive Council member shall attend all Executive
Council meetings. Failure to do so is punishable under individual
hall’s
bylaws.
07.06 Each Executive Council shall possess the administrative
authority necessary to execute its purpose, including, but
not limited to,
the establishment of committees and the addition of positions
as necessary.
07.07 Each Officer shall be responsible for fulfilling the
duties of his/her office listed in these bylaws as well as
his/her hall’s
respective appendix.
07.08 The Director of the Drake Office of Residence Life
shall appoint an advisor to each Hall EC.
07.09 Each Executive Council shall be subject to any other
rules listed in the hall’s respective bylaws.
07.10 Each Hall President shall fulfill the duties prescribed
in sections 04.47-04.54 of these bylaws.
07.11 Each Hall President shall oversee the planning
and execution of all projects sponsored by his/her
Hall.
07.12 Each Hall Vice President shall preside over
hall Executive Council meetings in the absence
of the Hall
President.
07.13 Each Hall Vice President shall accept any
additional duties as assigned by the President
of his/her hall.
07.14 Each Hall Vice President shall be a permanent
member of the Residence Hall Association Task
Force.
07.15 Each Hall Vice President shall fulfill
any additional duties prescribed in the hall’s respective bylaws.
07.16 Each Hall Secretary shall record all
minutes of the Hall and Executive Council
meetings within
his/her hall.
07.17 Each Hall Secretary shall distribute
copies of the minutes to other officers
as deemed necessary
by
the body,
but no later
than 2
days after
the initial meeting.
07.18 Each Hall Secretary shall submit
a copy of the hall’s minutes
the Residence Hall Association Secretary.
07.19 Each Hall Secretary shall post
the minutes of the Hall Executive
Council in
the hall’s lobby no later than 4 days after the initial
meeting.
07.20 Each Hall Secretary shall fulfill
any additional duties prescribed
in the hall’s respective bylaws.
07.21 Each Hall Treasurer shall
keep an up-to-date record of
all disbursement
and
account balances
for his/her
residence hall.
07.22 Each Hall Treasurer shall
prepare, each spring, a budget
for his/her
hall for the coming
academic
year, with
input
from his/her
Hall Advisor,
President, and President-elect.
07.23 Each Hall Treasurer shall
meet with the Residence Hall
Association President and
the University Auditor
when requested.
07.24 Each Hall treasurer
shall, upon request, present
a report
of the financial
standing
of his/her hall
at all Executive
or Hall Council
meetings
within his/her hall. Each
Hall Treasurer shall serve as a member of
the Residence
Hall Association
Funds
Allocation Committee.
07.26 Each Hall Treasurer
shall fulfill any additional
duties
prescribed in the hall’s respective bylaws.
07.27 Each Hall Communications
Coordinator (HCC)
shall submit monthly articles
to the Residence
Hall Association
Internal
Communications Coordinator
to be published in
Residence Hall
Association publications.
07.28 Each Hall Communications
Coordinator shall
fulfill any additional
duties
prescribed in the
hall’s respective bylaws.
07.29 Each Hall
Environmental
Chair shall coordinate
recycling in
his/her hall
and shall assume
any other duties
as prescribed
by his/her
hall
president and
his/her hall’s bylaws.

shall be responsible
for publicizing

meetings
and programs
within their
hall.
07.31 The Hall

Chair shall serve
on the RHA
Publicity
