BY-LAWS - Last ratified on April 7th, 2003
04.00 Officers

04.01 Officers of the Residence Hall Association shall include the Residence Hall Association President, Vice President, Finance Chair, Campus Communications Coordinator, National Communications Coordinator, National Communications Coordinator In-Training, Fundraising Chair, NRHH Representative, First-Year Resident Assistant Representative, Upper-Class Resident Assistant Representative, Community Service Chair, Secretary, MACURH Chair, Publicity Chair and the President of each residence hall.


04.02 Officers must be full time students as defined by the University, members of Residence Hall Association, and maintain a 2.0 grade point average.


04.03 Officers shall be encouraged to attend the MACURH and NACURH conferences as time and situation permit.


04.04 Each Residence Hall Association Officer shall be responsible for fulfilling the duties of his/her office listed in these bylaws as well as his/her hall’s respective appendix.


04.05 The advisor to Residence Hall Association will be appointed through ORL.


04.06 The Residence Hall Association President shall be the official spokesperson of the Drake University Residence Hall Association.


04.07 The Residence Hall Association President shall preside over meetings of the Residence Hall Association Executive Board.


04.08 The Residence Hall Association President shall serve as an ex-officio member of all Residence Hall Association committees.


04.09 The Residence Hall Association President shall be the official representative of Residence Hall Association to the Student Senate.


04.10 The Residence Hall Association President shall be responsible for the coordination and planning during interim periods.


04.11 The Residence Hall Association President shall have the authority to recommend students for appointment to committees established by the Residence Hall Association or to other committees as deemed necessary.


04.12 The Vice President shall assume the duties of the President in his/her absence.


04.13 The VP shall preside over Task Force meetings, shall be responsible for all Task Force activity, and help the Task Force members in fulfilling their individual duties.


04.14 The VP shall accept other duties as assigned by the Residence Hall Association President.


04.15 The Finance Chair shall be appointed by the Residence Hall Association President and must be approved by the Residence Hall Association Executive Board with a majority vote.


04.16 The Finance Chair shall supervise the dispersal of Residence Hall Association Executive Board funds and be the chair of the Residence Hall Association Funds Allocation Committee; Task Force funds shall be dispersed at the discretion of the Task Force.


04.17 The Finance Chair shall participate in training sessions with the Treasurers of each residence hall.


04.18 The Finance Chair shall collect from each hall, the Task Force, and NRHH a financial report at the end of the fall and spring semesters.


04.19 The Finance Chair shall prepare a budget for the following year, to be presented to the Residence Hall Association Executive Board for their approval before May 1.


04.20 The Finance Chair shall assume any other duties as assigned by the Residence Hall Association President.


04.21 The Fundraising Chair shall be appointed by the Residence Hall Association President and must be approved by the Residence Hall Association Executive Board with a majority vote.


04.22 The Fundraising Chair shall be in charge of all Residence Hall Association fundraising programs, and shall inform the Finance Chair of all fund transactions.


04.23 The Fundraising Chair shall assume any other duties as assigned by the Residence Hall Association President.


04.24 The National Communications Coordinator (NCC) shall be appointed by the Residence Hall Association President and must be approved by the Residence Hall Association Executive Board by a majority vote.


04.25 The National Communications Coordinator shall attend the MACURH, NACURH, and No Frills Conferences. The National Communications Coordinator shall coordinate conference preparations and shall serve as delegation head.


04.26 The National Communications Coordinator shall serve as Drake University's representative at NACURH, MACURH and No Frills business meetings.


04.27 The National Communications Coordinator shall coordinate communication with other universities.


04.28 The National Communications Coordinator shall perform any other duties assigned by the Residence Hall Association President.


04.29 The National Communications Coordinator In-Training (NCC-IT) shall be appointed by the Residence Hall Association President and shall be approved by the Residence Hall Association Executive Board in January by a majority vote.


04.30 The National Communications Coordinator In-Training shall attend the No Frills Conference of the MACURH region.


04.31 The National Communications Coordinator In-Training shall become the National Communications Coordinator after serving their spring semester as National Communications Coordinator In-Training. The Residence Hall Association Executive Board reserves the right to review the work done by the National Communications Coordinator In-Training and determine if they are still the best candidate for the National Communications Coordinator position.


04.32 The National Communications Coordinator In-Training shall perform any other duties as assigned by the Residence Hall Association President or the National Communications Coordinator.
04.33 The National Communications Coordinator In-Training shall be a non-voting member of the Residence Hall Association Executive Board.


04.34 The Campus Communications Coordinator (CCC) shall be appointed by the Residence Hall Association President and shall be approved by the Residence Hall Association Executive Board by a majority vote.


04.35 The Campus Communications Coordinator shall update/maintain the Residence Hall Association webpage, coordinate inter-hall communication, including monthly publications and correspondence with the residents.


04.36 The Campus Communications Coordinator shall assume all other duties assigned by the Residence Hall Association President.


04.37 The National Residence Hall Honorary President shall be that organization's official representative to the Residence Hall Association Executive Board and shall have full voting rights.


04.38 Should the National Residence Hall Honorary President not be able to attend the Residence Hall Association Executive Board meetings, another representative may be appointed by that organization, and shall be accorded the same rights as the National Residence Hall Honorary President.


04.39 The National Residence Hall Honorary shall perform any other duties as assigned by the Residence Hall Association President.


04.40 The Residence Hall Association Secretary shall be nominated by the Residence Hall Association President and must be approved by the Residence Hall Association Executive Board by a majority vote.


04.41 The Residence Hall Association Secretary shall be a voting member of the Residence Hall Association Executive Board.


04.42 The Residence Hall Association Secretary shall record the minutes of Residence Hall Association Executive Board.


04.43 The Residence Hall Association Secretary shall have minutes distributed no more than 2 days after the initial meeting in which minutes are taken.


04.44 The Residence Hall Association Secretary shall be responsible for compiling all Times-Delphic articles that pertain to Residence Hall Association. Furthermore, these articles shall be placed into a memorial album at the end of each academic year.


04.45 The Reside
nce Hall Association Secretary shall perform any other duties assigned by the Residence Hall Association President.


04.46 The MACURH (Midwest Affiliate of College and University Residence Halls) Chair shall be the MACURH Bid Team’s representative to the Residence Hall Association Executive Board. Should Drake receive the bid, the chair will receive full voting rights.


04.47 Should the MACURH Chair not be able to attend the Residence Hall Association Executive Board meets, another representative may be appointed by that organization, and shall be accorded the same rights as the MACURH Chair.


04.48 The position of the MACURH Chair should only be filled during the years Drake University is bidding and/or preparing to host the MACURH/No Frills Conference. At all other times, this chair should remain vacant.


04.49 The Area Coordinator for the First Year Experience in consultation with the Resident Assistants shall appoint a Resident Assistant to serve as the First-Year Resident Assistant Representative to the Residence Hall Association Executive Board.


04.50 The First-Year Resident Assistant Representative shall have full voting rights.


04.51 The First-Year Resident Assistant Representative shall assume any other duties as assigned by the Residence Hall Association President.


04.52 The Area Coordinator for the Upper Class Experience in consultation with the Resident Assistants shall appoint a Resident Assistant to serve as the Upper-Class Resident Assistant Representative to the Residence Hall Association Executive Board.


04.53 The Upper-Class Resident Assistant Representative shall have full voting rights.


04.54 The Upper-Class Resident Assistant Representative shall assume any other duties as assigned by the Residence Hall Association President.


04.55 The Community Service Chair shall be appointed by the Residence Hall Association President and approved by the Residence Hall Association Executive board by a majority vote.


04.56 The Community Service Chair shall plan and coordinate community service projects each semester for the Residence Hall Association and for the Residence Hall Association Executive Board.


04.57 The Community Service Chair shall serve as the chair of the Residence Hall Association Community Service Committee that shall meet once per semester (or more often if needed) to plan service events for all residence halls.


04.58 The Publicity Chair shall be appointed by the Residence Hall Association President and approved by the Residence Hall Association Executive Board by a majority vote.


04.59 The Publicity Chair shall be responsible for the design and disbursement of all publicity in relation to the Residence Hall Association, its programs, and sponsored events.


04.60 The Publicity Chair shall serve as the chair of the Residence Hall Association Publicity Committee. This committee shall meet once per semester (or more often if needed) to work on campus-wide publicity.


04.61 Each Hall President shall be the representative of his/her hall to the Residence Hall Association Executive Board. A representative from each hall Executive Council is required to attend in event the Hall President must miss the meeting.


04.62 Each Hall President must reside in the residence hall s/he serves.


04.63 Each Hall President shall represent his/her hall at University functions.


04.64 Each Hall President shall be the advisor for all other Executive Council (EC) positions in his/her hall.


04.65 Each Hall President shall oversee the coordination and planning of the programming within the hall s/he represents.


04.66 Each Hall President shall oversee and coordinate any election taking place in his/her hall’s Executive Council in accordance with all-University elections so long as those rules do not conflict with those items numbered 05.00-05.13 of these bylaws.


04.67 Each Hall President shall document hall activities and functions for future reference.


04.68 Each Hall President shall assist and contribute, as necessary, in the coordination of all inter-hall events involving his/her hall.
