Rules and Regulations of the Carpenter Hall Executive Council

Article 1: Name

The name of this organization shall be the Carpenter Hall Executive Council.

Article 2:   Purpose

As members of the Carpenter Hall Executive Council, we seek to offer programming for the Carpenter Hall community and, where appropriate, for the larger university community. We seek to provide a comfortable living environment for the residents and to this purpose will serve as liaison to the Residence Hall Association for individual concerns.

Article 3: Members

The residents of Carpenter Hall at Drake Univeristy shall constitute the membership of the Carpenter Hall Executive Council.

Article 4: Officers

Section 1 . Officers of Carpenter Hall shall include the President, Vice President, Secretary, Treasurer, Hall Communications Coordinator (HCC), Publicity Chair, Social Chair, Environmental Chair, Service Chair, Resident Assistant Representative and a House Representative (CHEER) from each house. Any Chair position may be fulfilled by Co-Officers, if resident interest so dictates.

Section 2 . Officers shall perform the duties as prescribed by these Bylaws.

Section 3 . Requirements of the Officers

  1. Officers shall be full-time students (i.e. a minimum of 12 credit hours)
  2. Officers shall maintain a minimum cumulative GPA of 2.0
  3. Officers shall reside in Carpenter Hall.

Section 4 . Election/Resignation process

  1. Each officer shall be elected by the residents of Carpenter Hall in accordance with all university elections within 4 weeks of the beginning of the semester.
  2. Each candidate shall submit his/her name to the current Hall Director at least two weeks before elections.
  3. Each candidate shall submit a petition containing the signatures of at least three residents from each house of Carpenter Hall.
  4. Each candidate may post publicity in the weeks prior to the election after he/she has submitted a completed petition. This publicity must be removed promptly following the election.
  5. Write-in candidates shall be permitted, as long as the candidate meets the aforementioned Carpenter Hall Executive Council requirements and is a Carpenter Hall resident.
  6. Voting shall take place over a two-day period, ballots shall be placed in each resident's mail box.
  7. Votes must be counted in the presence of one Executive Council advisor and one Executive Council member and reported back to the hall within 24 hours of the end of voting.
  8. The candidate for each office receiving a simple majority of the votes cast for the office shall be declared the winner.
  9. In the event that no candidate for an office receives a majority of the votes cast for that office, the two candidates receiving the most votes shall be in a run-off election, taking place no later than one week after the original election.
  10. In the event of resignation or removal from the office of the President, the Vice President shall assume the responsibilities of the President.
  11. In the event of resignation from the office of Vice President, the President shall appoint, with the approval of the Executive Council of Carpenter Hall, a member of the Executive Council of Carpenter Hall to complete the remainder of the term.
  12. In the event of the resignation or removal from office of both the President and Vice President, the Secretary shall be named Acting President and shall supervise a new election to fill both positions.
  13. In the event there is no candidate for any of the positions stated in Article 4, section 1, or the occupant of the position resigns, the President shall appoint a person to serve the term, with the approval of the Carpenter Executive Council.
  14. Each House must determine a house representative to serve as a member of the Executive Council during the beginning of the academic year in which the Representative is to serve.

Article 5: Advisor

Section 1 . The Executive Council Advisor shall serve as the advisor to the Hall Council and Executive Council of Carpenter Hall.

Section 2 . The duties of the Executive Council Advisor in his/her capacity as advisor shall be discussed and outlined at the beginning of the academic year by the Executive Council and the Executive Council Advisor of Carpenter hall.

Article 6: Executive Council (EC)

Section 1 . The officers listed in Article 4, Section 1, shall constitute an Executive Council for Carpenter Hall.

Section 2 . The EC shall possess the administrative authority to execute its purpose, including, but not limited to, the establishment of committees and the addition of positions as necessary.

Section 3 . Each EC member shall have 1 vote. The president shall vote only when doing so will affect the outcome.

Section 4 . The EC shall meet at least twice monthly during the regular academic year, the day, time, and place of these meetings shall be determined at the beginning of each year by the EC.

Section 5 . The EC shall recruit persons for EC and committee positions.

Section 6 . An EC member shall attend all Hall and Executive Council meetings. If an EC member cannot attend a meeting, he/she must contact the President 24 hours before the start of the meeting. Following the first unexcused absence, the office shall receive a warning. Two unexcused absences, as determined by the EC, shall result in disciplinary action at the discretion of the EC members. These definitions must be determined within one month of the first meeting.

Section 7 . Failure of an officer to satisfactorily fulfill his/her duties, as determined by a two-thirds vote of the EC within Carpenter Hall, shall result in removal from office.

Section 8 . Duties of the President

  1. The President shall preside over all EC meetings
  2. The president shall serve as a liaison between the RHA Executive Board and the Carpenter Hall EC and shall represent Carpenter Hall at all other University functions as necessary.
  3. The President shall assist and contribute in the coordination of all inter-hall events involving Carpenter Hall.
  4. The President shall be advisor for all other EC oositions and committees in Carpenter Hall.
  5. The President shall oversee the coordination and planning of the programming within Carpenter Hall.
  6. The President shall meet periodically with the EC advisor and the Vice President outside the weekly EC meeting.

Section 9 . Duties of the Vice President

  1. The Vice President shall assume the duties of the President in the absence of the President.
  2. The Vice President shall be responsible for the coordination of all elections.
  3. The Vice President shall accept any other duties assigned by the President.
  4. The Vice President shall supervise the work of ad hoc committees established.
  5. The Vice President shall meet periodically with the Hall Assistant and the President.

Section 10 . Duties of the Secretary.

  1. The Secretary shall record all minutes of the hall and EC meetings within Carpenter Hall.
  2. The Secretary shall make the minutes of EC meetings available to all residents on request.
  3. The Secretary shall keep attendance of all members present at the EC meetings.
  4. The Secretary shall submit a copy of the Hall's minutes to the RHA secretary.

Section 11 . Duties of the Treasurer

  1. The Treasurer shall keep an up-to-date record of all disbursement and account balances for Carpenter Hall and each individual house.
  2. The Treasurer shall present a report of the financial standing of Carpenter Hall at all EC meetings.
  3. The Treasurer shall submit a copy of the proposed hall budget, as well as reports of financial standing at the end of the fall and spring semesters to the RHA Finance Chair.
  4. The Treasurer shall meet with the RHA President and the University Auditor when requested.
  5. The Treasurer shall be responsible for allocating and spending the entire budget of the EC prior to the end of the spring semester.

Section 12 . Duties of the Hall Communications Coordinator (HCC)

  1. The HCC shall be responsible for encouraging nominations for, and submitting the Hall of the Month Reports.
  2. The HCC shall attend the MACURH conference as time and situation permit.
  3. The HCC shall meet with the National Communications Coordinator upon request.
  4. The HCC shall assist the EC in informing Carpenter Hall Residents about the MACURH and NACURH conferences.
  5. The HCC shall assit the EC in selecting a delegate from the Hall to attend the MACURH and NACURH conferences.
  6. The HCC shall be responsible for submitting any information pertaining to Carpenter Hall for publication in the Stall Seat Journal.
  7. The HCC shall serve on the Drake Communications Committee.
  8. The HCC shall assist the Publicity Chair whenever needed.

Section 13 . Duties of the Publicity Chair

  1. The Publicity Chair shall coordinate publicity and the distribution of information about Hall activities.
  2. The Publicity Chair shall assist the HCC whenever needed.

Section 14 . Duties of the Social Chair

  1. The Social Chair shall be responsible for overseeing all Carpenter sponsored events of all social nature.
  2. The Social Chair shall be the Chair of any committees established for the organization and execution of the tradition social events held in Carpenter Hall.
  3. The Social Chair shall assist the Publicity Chair whenever needed in conjunction with a social event.

Section 15 . Duties of the Environmental Chair

  1. The Environmental Chair shall maintain a weekly recycling program, the structure of which shall be determined by the Chair, pending the approval of the EC.
  2. The Environmental Chair shall have the power to organize a committee of EC members and hall residents who are responsible for the collection of recyclables and the return of refundables.
  3. The Environmental Chair shall be in charge of the blue recycling bins, their upkeep, distribution, collection, recycling, and collection.
  4. The revenue from this program shall be handed over to the Treasurer to be put in a petty, soft cash fund for hall improvements.
  5. The Environmental Chair shall assist the Residence Hall Association in planning the Eco-Olympics.

Section 16 . Duties of the Service Chair

  1. The Service Chair shall be responsible for maintaining contact with any sources of information concerning community service events and notifying the residents of opportunities that arise.
  2. The Service Chair shall be responsible for organizing and overseeing any community service events in which hall residents may take part.
  3. The Service Chair shall serve as liaison between Carpenter Hall and any service organization on or off campus with whom residents are working.

Section 17 . Duties of the Resident Assistant (RA) Representative

  1. The RA Representative shall be a liaison between the RA's of Carpenter hall and the other EC members.
  2. The RA representative shall assist in the coordination of all RA/EC programs.
  3. The role of the RA Representative shall be determined by all RA;s and the EC of Carpenter Hall at the first EC meeting.
  4. The RA Representative shall attend all EC meetings and HC meetings. Other RA's are encouraged to attend on a regular basis.

Section 18 . Duties of the House Representative

  1. Each House Representative shall be responsible for encouraging the residents of his or her house to attend and participate in the EC.
  2. Each House Representative shall serve as a liaison between his/her house and the EC. This role shall include, but is not limited to, voicing concerns of the house's residents at EC meetings, keeping house residents informed about activities taking place in the hall and encouraging his/her house to participate in hall events.
  3. The House Representative shall assist the HCC and the Publicity Chair whenever necessary.

Article 7: Amendment of Bylaws

Section 1 . Amendments to these Bylaws shall be initiated by petition to the Executive Council or by any member of the Executive Council.

Section 2 . These Bylaws shall be amended by approval of at least two-thirds vote of the members of the EC, provided the amendment has been submitted in writing at a previous EC meeting.

Article 8: Ratification of Bylaws

These Bylaws shall be ratified by at least two-thirds the members of the EC.

Article 9: Non-discrimination Policy

Carpenter Hall does not discriminate on the basis of religion, age, sex, sexual orientation, race, ethnic or national origin in its services, elections, appointments or membership.
